STERLING HEIGHTS, Mich. --- The U.S. TACOM Lifecycle Management Command has awarded General Dynamics Land Systems, a business unit of General Dynamics, a $395 million contract for work under the Egyptian tank co-production program.

The contract funds the production of 125 M1A1 Abrams tank kits for the eleventh increment of the Egyptian co-production program.

Since 1992, General Dynamics has provided components for kits used in the co-production program. The parts are shipped to a production facility near Cairo, Egypt , where the tanks are manufactured for the Egyptian Land Forces. This latest increment will increase the number of Egyptian co-production-built tanks to 1,130.

Work on the components will be performed in Anniston, Ala.; Tallahassee, Fla.; Sterling Heights, Mich.; Lima, Ohio; and Scranton, Penn., by existing General Dynamics employees. Deliveries will begin in July 2013 and continue to January 2016

Egyptian Air Force becomes new Airbus Military C295 operator

The Egyptian Air Force (EAF) today has taken delivery of its first Airbus Military C295. The aircraft in military transport configuration, was delivered ahead of contract schedule. This aircraft is part of a three aircraft order placed by the EAF in October 2010. The other two aircraft are to be delivered during the last quarter of 2011. The C295 was selected for its versatility and adaptability, especially in desert areas, its ease of maintenance and low life cycle cost, as well as its operational capabilities. “This milestone represents the birth of a strong Programme between Airbus Military and the Egyptian Air Force”, said General Yousry Abd El Hamid, Chief of Armament Department of the Egyptian Ministry of Defence.

Airbus Military Head Programmes Light & Medium & Derivatives Rafael Tentor, said: “We are very proud to welcome the Egyptian Air Force to the Airbus Military community of operators and we look forward to support the entry into service of the C295. We are confident that the aircraft will have a long future with the Egyptian Air Force, operating efficiently in the challenging missions required from it”. The C295 is configured with standard equipment as well as the Cargo Handling and, Aerial Delivery system (CHADS). It can also be equipped for paratrooping and medical evacuation, and humanitarian relief missions. It can carry payloads of up to 9 tonnes, in standard cargo pallets, or 71 soldiers in transport missions, or be equipped with 50 paratroopers.
To date, Airbus Military has sold 83 C295 aircraft to 12 different operators

وكالة الطاقة الذرية: اليورانيوم الخام الليبي مخزون قرب سبها

قالت الوكالة الدولية للطاقة الذرية التابعة للامم المتحدة يوم الخميس إن الحكومة الليبية السابقة خزنت اليورانيوم الخام بالقرب من سبها بعدما ذكرت شبكة (سي.ان.ان) الاخبارية أن القوات المناهضة للقذافي عثرت على موقع عسكري يحوي على ما يبدو أنه مواد مشعة.
وبدا أن تقرير (سي.ان.ان) وتعليق الوكالة الدولية للطاقة الذرية يناقضان بيانا أمريكيا صدر الشهر الماضي يقول ان مخزون ليبيا من الكعكة الصفراء مودع في منشأة تاجوراء للابحاث النووية بالقرب من طرابلس.
وقالت شبكة (سي.ان.ان) ان القوات الموالية للمجلس الوطني الانتقالي في ليبيا اصطحبت طاقمها التلفزيوني الى الموقع بالقرب من مدينة سبها في الصحراء الكبرى.
وتقول الحكومة الجديدة انها تعمل على تعزيز قبضتها على سبها والمدن الاخرى التي تقف الى جانب الزعيم السابق معمر القذافي في جنوب ليبيا.
وقالت (سي.ان.ان) على موقعها الالكتروني ان طاقمها "شاهد مستودعين كبيرين هناك احدهما يحتوي على الاف البراميل الزرقاء بعضها تحمل شريطا مكتوبا عليه (مشع) وعدة أكياس بلاستيكية بها مسحوق أصفر مغلقة بنفس الشريط."
واضافت الشبكة "لم يتم التأكد من ان المواد مشعة."

وعادة ما تشمل الاجراءات الوقائية للوكالة الدولية للطاقة الذرية زيارات منتظمة للتفتيش ومراقبة بالاختام والكاميرات للمواقع النووية.
وينتج اليورانيوم المخصب اللازم للاستخدام في المفاعلات النووية أو في صنع أسلحة في أجهزة الطرد المركزي التي تجعل غاز سادس فلوريد اليورانيوم يدور بسرعات عالية. ويشتق غاز سادس فلوريد اليورانيوم من الكعكة الصفراء وهو يورانيوم مركز مستخرج من الخام.
وقالت متحدثة باسم وزارة الخارجية الامريكية الشهر الماضي ان الولايات المتحدة تعتقد أن المخزونات الليبية من اليورانيوم المركز وغاز الخردل التي كونها الزعيم المخلوع معمر القذافي آمنة.
واضافت المتحدثة فيكتوريا نولاند ان مخزون ليبيا من الكعكة الصفراء كان مودعا في تاجوراء على بعد حوالي 34 كيلومترا شرقي العاصمة طرابلس وان البلاد لم يعد لديها الوسائل لتحويلها الى مواد انشطارية لتصنيع القنابل.
وكانت الولايات المتحدة اعلنت في أواخر عام 2003 أن ليبيا وافقت على التخلي عن برامجها لاسلحة الدمار الشامل وهو قرار مهد الطريق لتقارب بين الدولتين بعد سنوات من العداء



وقالت (سي.ان.ان) انه عثر على سترات واقية معلقة في مكاتب يبدو انها تخص الحكومة الليبية اضافة الى قفازات مطاطية وأجهزة لقياس النشاط الاشعاعي ووثائق عسكرية مختلفة.
وفي فيينا قالت جيل تودور المتحدثة باسم الوكالة الدولية للطاقة الذرية "يمكننا تأكيد أنه توجد كعكة صفراء مخزونة في براميل في موقع بالقرب من سبها... ابلغت عنه ليبيا الوكالة في السابق."
وفي اشارة الى تدابير التأكد من عدم تحويل المادة لاغراض غير سلمية اضافت المتحدثة "الوكالة قررت بشكل مبدئي اجراء أنشطة وقائية في هذا الموقع عقب استقرار الوضع في البلاد

صفقة أسلحة أمريكية لتايوان تقدر بنحو ستة مليارات دولار

ريتشموند (فرجينيا) (رويترز) - قال مسؤول أمريكي رفيع ان ادارة الرئيس الامريكي باراك أوباما تعتزم مد تايوان بأسلحة جديدة وانظمة رادار متطورة لاسطولها من الطائرات المقاتلة اف 16 في اطار صفقة قيمتها 5.85 مليار دولار.
وطائرات اف 16 هي من انتاج شركة لوكهيد مارتن.
وطلبت تايوان تحديث نحو 145 طائرة اف 16 ايه/بي اشترتها تايبه من الولايات المتحدة عام 1992 .
ومن المتوقع ان تخطر الادارة الامريكية الكونجرس يوم الاربعاء بالصفقة المقترحة لتحديث الطائرات. وترجيء الادارة منذ فترة طويلة طلب تايوان الحصول على 66 طائرة من الطراز الحديث اف 16 سي/دي لتحل محل اسطول تايوان القديم من طائرات اف 5 وعمرها يزيد على 30 عاما.
وتحدث المسؤول يوم الثلاثاء مع رويترز خارج مؤتمر لصناعات الدفاع في ولاية فرجينيا يركز على احتياجات تايوان الدفاعية وتنامي القوة العسكرية للصين.
وصرح المسؤول بان طراز ايه/بي المحدث سيكون له نفس قدرات طراز سي/دي الذي طلبته تايوان لكن بسعر أقل.

WASHINGTON and TAIPEI - The U.S. has released a $5.8 billion arms package to Taiwan that includes a retrofit for F-16A/B fighter aircraft, the continuation of an F-16 fighter training program, and a blanket order for spare parts for the C-130 cargo aircraft, F-5 fighter and Indigenous Defense Fighter (IDF).
The U.S. Defense Security Cooperation Agency (DSCA) released three Congressional notifications on Sept. 21 covering the deal under the Foreign Military Sales program. Taiwan's Ministry of National Defense (MND) also confirmed the release during a late night press conference.

A senior U.S. Administration official stressed that the sale did not indicate any decision had been made on Taiwan's request for 66 more advanced F-16C/D fighters.

On a call with reporters, the U.S. official said the upgrade package was a necessary step no matter what, characterizing the deal as an "immediate and significant contribution to Taiwan's air defense."
The official said that, with this sale, the Obama Administration has in less than two years released arms worth more than $12 billion to Taiwan.
MND officials will continue to press the U.S. to approve the export of the F-16 C/D fighters, but they expressed gratitude for latest release; one official called it an early Christmas gift.
The F-16A/B retrofit "manifests U.S. commitments to abide by the Taiwan Relations Act," said an MND press release. The MND also said that "when the retrofit is completed, our F-16A/B capability would be equal to 80% of those of the F-16C/Ds" and that "some items selected in the retrofit program have better performance than those of current U.S. Air Force F-16C/Ds."
The Obama Administration informed Zhang Yesui, the Chinese ambassador to the United States, of the sale the morning of Sept. 21. He registered his government's "very firm opposition" and said there would be consequences to the sale, but did not specify what those would be, the U.S. official said.
In January 2010, the Chinese government suspended military-to-military relations with the United States, following U.S. approval of a separate arms sale to Taiwan. Relations resumed during the final quarter of 2010.
Managing disagreements is essential to the relationship between the United States and China, the U.S. official said.
The $5.3 billion retrofit program will upgrade 145 F-16A/B fighters procured during the early 1990s. Included in the package is the Active Electronically Scanned Array (AESA) radar, Embedded Global Positioning System Inertial Navigation System and the Terma ALQ-213 Electronic Warfare Management System.
Northrop Grumman's Scalable Agile Beam Radar and the Raytheon Advanced Combat Radar will bid for the AESA competition to replace the A/Bs current APG-66(V)3 mechanical radar.
DSCA also released for the first time the Boeing GBU-31 and GBU-38 Joint Direct Attack Munitions (JDAMs). The U.S. denied past requests by Taiwan for JDAMs citing concerns the weapon could be used against mainland Chinese targets. Taiwan's air force will have a choice between the Lockheed AN/AAQ-33 SNIPER Targeting System and the Northrop AN/AAQ-28 LITENING Targeting System.
Taiwan will also have a choice between the GBU-54 Laser-guided JDAM and the GBU-10 Enhanced PAVEWAY II or GBU-24 Enhanced PAVEWAY III. Along with PAVEWAY, the DSCA released CBU-105 Sensor Fused Weapons and the new Raytheon AIM-9X Sidewinder air-to-air missile.
The F-16A/B package will include an engineering and design study on possibly replacing the existing F100-PW-220 engines with F100-PW-229 engines. Taiwan air force officials have long complained the 220 engines were underpowered.
The DSCA also released a $500 million F-16 training program at Luke Air Force Base, which is a continuation of a program begun during the 1990s for Taiwan's 21st Tactical Fighter Squadron based in Arizona. "The training provides a 'capstone' course that takes experienced pilots and significantly improves their tactical proficiency," said the DSCA press release. "Approximately 90 U.S. contractors will provide aircraft maintenance and logistics support for the F-16 aircraft at Luke…the prime contractor will be L-3 Communications."
MND officials said Taiwan's budget for the new deal with take 12 years to implement. Taiwan is struggling to pay for a 2008 and 2010 U.S. arms package worth over $13 billion. With the new F-16A/B retrofit, the bill comes to over $18 billion, said an MND official. The F-16A/B retrofit will be handled by the state-run Aerospace Industrial Development Corporation, which built the IDF

  Japan to Build New Helicopter Carrier





Japan plans to build a 19,500-ton aircraft carrier capable of housing helicopters after China launched its first own aircraft carrier, Chinese media reported on Wednesday. Japan already has two helicopter carriers -- the Hyuga deployed in March 2009 and the Ise deployed in March 2011 -- but the planned new vessel will be bigger.

The 22DDH is scheduled for deployment in 2015. It will be 248 m long and cost around US$1.04 billion. It is 30 percent bigger than the Ise and can carry 14 helicopters. The Ise measures 197 m, has a displacement of 13,500 tons and can carry 11 helicopters.

Although dwarfed by China's aircraft carrier, which is 320 m long and can carry 50 fighter jets, the Japanese vessel will be equipped with the latest U.S. weapons systems to maximize its capability. It will be equipped with the Raytheon air and missile defense system, which has so far only been installed on U.S. vessels, and 11 missile launchers.

Japan had several aircraft carriers during World War II, but since its defeat it has focused on developing helicopter carriers, which are deemed purely defensive. It appears to be bolstering defenses to counter China's increasing submarine warfare capabilities. The new carrier will house mainly helicopters designed for anti-submarine warfare operations.

There are increasing calls within Japan to modify the 22DDH for fighter jets. But critics say it would be unrealistic to build such an aircraft carrier since its navy has only 45,000 personnel, and the already indebted government would run deeper into debt.

Chinese media speculated that Japan could buy Lookheed Martin F-35B stealth fighters capable of vertical takeoff and landing and base them on the new carrier.

Japan is also speeding up the development of stealth fighters and drones. Since 2009, it has invested 39 billion yen (around W562.2 billion) on development of an indigenous stealth fighter codenamed ATD-X. A prototype is expected to be unveiled in 2014, and development is to be complete in 2016.

Japan's Defense Ministry is also spending 15 billion yen this year on developing drones and robots. One unmanned helicopter has already been deployed with the Self-Defense Forces, while four prototype drones have been developed

ذكرت وسائل الإعلام الصينيه أن اليابان ستقوم ببناء حاملة هليكوبتر جديده
وذلك بعد قيام حاملة الطائرات الصينيه الأولى القيام بأولى إختباراتها فى البحر
واليابان بالفعل لديها عدد إثنان من حاملات الهليكوبتر

من شركة رايثيون والتى تعمل على السفن الأمريكيه فقط


يذكر أن اليابان كانت تمتلك العديد من حاملات الطائرات قبل و أثناء
الحرب العالميه الثانيه ولكنها حاليآ لا يوجد لديها حاملات مقاتلات
ولكنها ركزت حديثآ على حاملات الهليكوبتر
والتى تعتبر دفاعيه وتستخدم الهليكوبتر فى مكافحة الغواصات
خاصة بعد زيادة أعداد وقدرات الغواصات الصينيه


وهناك دعوات فى اليابان لتحويل الحامله الجديده إلى حاملة مقاتلات
لمواجهة الصين
إلا إن المعرضين لذلك يقولون هذا غير عملى حاليأ وكيف هذا
لأن البحريه اليابانيه تعدادها 45ألف فرد فقط
بالأضافه إلى إنها ستثقل كاهل الحكومه بالديون


وتكهنت وسائل الإعلام الصينيه 
بأن اليابان قد تشترى مقاتلات الأف35 ذات الإقلاع العمودى
وتقوم بوضعها على متن الحامله الجديده


من ناحيه أخرى اليابان تقوم بتسريع مشاريعها الخاصه بمقاتلات الشبح
والطائرات بدون طيار
وتنفق أموال طائله على هذه المشاريع وخاصة 
مشروع المقاتله ATD-X



ومن المتوقع أن يقوم النموذج الأول من هذه المقاتله بالقيام بأول
إختبار فى 2014 وسيبدء إنتاجها فى عام 2016


اليابان أيضآ ستنفق 15مليار ين على مشاريع الطائرات بدون طيار
والتى أنتجت منها أربع نماذج أوليه من الطائرات بدون طيار
وأنتجت طائرة هليكوبتر بدون طيار تعمل حاليآ مع قوات الدفاع الذاتى اليابانيه
